Billed to Date now counts every invoice

The Billed to Date tile on the Billing dashboard was effectively counting pay applications only — simple invoices didn't register until they were marked sent, so a batch of drafted invoices left the tile reading far below the project list right underneath it.

Now the tile counts every non-void billing document — pay apps and simple invoices alike, drafts included on both — so it matches the per-project Invoiced column it sits above. Outstanding AR stays deliberately narrower: only sent, unpaid documents are receivables.

Same fix on the project rosters: the billed column now includes sent simple invoices, so simplified-billing jobs no longer show $0 billed next to a fully invoiced contract.
