Closeout jobs show up on the Closeout page

The Closeout nav badge counted your closed-out jobs, but clicking through showed only retainage and punch items — the jobs themselves were nowhere on the page. Closeout now opens with a Projects in Closeout list: job number, project, GC, contract value, SC date, and stage, each linking straight to its closeout tab. The nav item also highlights properly when you're on the page.

Underneath that was a bigger problem. A June schema change accidentally dropped Closeout from the list of stages a project is allowed to hold. Since then:

• Picking Closeout on a project's edit page failed to save.
• Issuing substantial completion errored out — the certificate saved, but the project couldn't move to Closeout behind it.

The stage is restored, so both work again, and jobs sitting in Closeout count toward the Closeout badge and appear in the stage-9 pipeline lane alongside closed jobs.
