Custom fields can explain themselves

A custom field like "Prevailing wage active" is obvious to whoever created it and a coin-flip for everyone after. Field definitions now take optional help text: set it once in Settings → Custom fields, and it renders under the input everywhere the field appears — project, company, and contact forms alike. Hovering the field's name in the catalog shows it too.
