No more phantom edit conflicts in the estimate builder

Dragging a line to reorder it, moving it between packages, or dropping it into an assembly quietly advances the row's server-side version — and the next edit on that line could trip the "this row changed while you were editing" conflict prompt against your own move, even with nobody else in the estimate. Every move now reports the fresh version back to the editor, so the conflict prompt is reserved for what it's meant for: someone else actually editing the same row.
