Foreman and apprentice hours cost and pay from the journeyman rate
If your labor agreement only had journeyman rates, foreman and apprentice hours on a timecard cost $0, and certified payroll showed $0 gross for those workers. Your estimates already derived those rates from the journeyman rate, but timecards and payroll didn't.
Now timecards, the certified payroll worksheet, the eCPR and the wage-floor check all use the same rates your estimates do:
- Apprentices are paid their period's percentage of the journeyman wage, using the ladder on the agreement. If the agreement has no ladder, the standard 50–95% ladder applies.
- Foremen and general foremen are paid the journeyman wage plus the premium set on the agreement. With no premium set there's no foreman rate. We won't guess one.
- A worker still without a rate shows No rate on the timecard, and the payroll worksheet flags them, so a $0 line never slips through. Fix it by giving the worker an agreement, or by adding the rate or premium under Settings → Labor Rates.
Timecards already submitted keep the rate they were submitted at. Reopen and resubmit a card to re-cost it. Certified payroll picks up the new rates the next time you open the run.
