Issuing stock pre-fills the cost code

Issuing inventory to a project asked you to pick a cost code from scratch every time, even when the answer was sitting right there in the system. The form now pre-fills it from the best available source:

1. The product's catalog cost code, if you've set one on the product record.
2. Otherwise, the code you entered the last time you issued or returned this product.
3. Otherwise, the code it was purchased under on its most recent purchase order.

Still just a default — change it on any movement. Products with none of the three stay blank, same as before.
