Issued PCOs say issued

Submit a PCO and its printable was still stamped Draft · not yet issued — after submission, after the GC approved it, always. The numbers were right; the header was wrong.

What happened underneath: when you submit, we freeze a copy of the proposal so the document never drifts from what was sent. That copy was taken a moment before the record was marked submitted, so the frozen copy remembered the PCO as a draft.

Fixed on both ends. The printable now takes the issue date from the record itself, so every PCO already issued reads Issued · <date> with the date it went out. And new submissions stamp the issuance into the frozen copy, so the stored proposal PDF says the same thing.
