Below the floor? Say so by name before it files
Certifying a payroll is signing under penalty of perjury. STrOp has always shown you the below-floor list before the XML, and then let you generate anyway. That last part stays the same. What changes is that generating anyway is now a deliberate act.
On the run. When the week's paid rates fall below the floor, the floor banner carries a button: Acknowledge shortfall and file as-is. Until someone clicks it, Generate XML and the WH-347 are held. Click it and the run records who acknowledged it and when, and the filings proceed with the rates as they are. If the hours or rates change afterwards so the shortfall is a different number, the acknowledgment goes stale and asks again.
It is a warning with a signature, not a wall. An unmapped craft must not stop payroll on a Friday, and a genuine shortfall being made good next week still needs an accurate filing for the week it happened.
On Compliance. Two new columns on the dashboard: Authorities, which wage authorities each contract declares, and Filings, closed pay weeks with approved hours that have no generated filing yet, California and federal side by side. A project's Compliance tab gets the same thing as a table, one row per pay week, with the eCPR and the WH-347 each showing where they stand and a link to the run. The week you forgot the federal form on now reads "Not started" in amber before the GC asks about it.
