Public-works retainage starts at 5%, and other small fixes

  • Public-works retainage starts at 5%. California Public Contract Code §7201 caps retention on public works at 5%, but contracts defaulted to 10%. Awarding a public-works pursuit now sets the default to 5%. A rate you've set yourself stays as you set it. The contract card warns when a public-works contract holds more than 5%.
  • One bid value per pursuit. The pursuit header and the overview card now show the same number: the latest estimate's total, or the bid value typed on the project if there's no estimate yet.
  • Change orders flag a difference from their PCOs. A change order whose amount doesn't match the PCOs it was built from shows the difference under the amount. Negotiated differences are normal; it's a reminder, not a block.
  • Smaller items:
    • A new pay app opens automatically when it's created.
    • The Award Job and Close as Lost windows are proper dialogs for screen readers.
    • The estimate records who created it.
    • Dates on the contract page no longer cause a page-load error near midnight.
