Reorder SOV lines

The GC's continuation sheet has its own line order. Now yours can match it.

• ▲ ▼ on every line. On an unlocked SOV, each line has up and down arrows in front of its number.
• Frozen once billing starts. After Pay App #1 is created (void ones don't count), the order is what you've billed against, so the arrows go away. A locked SOV doesn't show them either — unlock it first.
